Attached villas and townhomes make stucco a shared problem. Matching a neighbour's twenty year old colour, repairing foam bands and getting an architectural submittal right all decide the result.

Worth clearing up first, because it decides who you deal with. St. Lucie West is not a separate city. It is a large master planned section of Port St. Lucie, so the municipal side of any project sits with the City of Port St. Lucie exactly as it does for any other address in town.
What makes it feel like its own place is a second layer. Most of St. Lucie West sits inside community associations, and many of those hold architectural review over exterior colour and finish. For stucco work that layer usually matters more day to day than the municipal one, because it decides what your wall is permitted to look like once the crew packs up.

That raises a question a detached homeowner never has to ask. Who is responsible for the outside of the wall? Depending on how the community is set up, exterior maintenance may sit with the association, or with the owner, or be split by element. It is written into the governing documents for your community, and reading that is the first step before hiring anyone or spending anything.
It also creates a practical courtesy. Work on your unit is work on your neighbour's house. Access, noise, staging and the final appearance all land on them as well, so telling them early is not only polite. It keeps a job from being stopped halfway through.
Colour matching across a unit line
This is what goes wrong most often here. Two units, one colour, coated on the same day by the same crew, and twenty years of Florida sun later they are not the same colour any more. A south facing end wall has faded on a completely different curve from a shaded middle bay.
So matching the original colour code does not solve the problem. The code gives you the colour the building was, not the colour the building is. Fresh coating against a weathered elevation reads as a bright rectangle from the parking area, and once anybody notices it they cannot stop noticing it.
There are two honest ways out. Coat a full plane, meaning corner to corner or joint to joint, so the new work ends at a real line instead of in open wall. Or, where the whole building is close to due anyway, ask the association to run the elevation as one job. Blending to a spot in the middle of a shared wall is the one approach that reliably disappoints.

Foam band trim and why it fails before the wall does
Decorative foam banding is everywhere in this era of construction. Bands over windows, around the garage opening, at entries, sometimes a full belly band wrapping the house. They are shaped foam adhered to the wall, wrapped in mesh and a base coat, then finished to match the surrounding texture.
They give out before the field of the wall does, and always in the same spots. The top surface is nearly flat, so it holds water. The butt joint where one length meets the next opens up. The line where the band meets the wall cracks because the two materials move at different rates. Sealant along the top edge dries, splits, and lets water stand against the wall behind the foam.
Repairing them is a distinct skill. It is not patching plaster, it is rebuilding and coating a shaped element that has to match a run of trim the eye compares directly, foot by foot, from the driveway. Where bands are failing all round a house, doing them as one set costs less than doing them one at a time over five years.
Coatings from the 1990s and 2000s are simply due
A large share of St. Lucie West has now reached the age where the original exterior coating has run out. Chalk that comes off on your hand, colour that has drifted, hairline crazing you can suddenly see from the walkway, and a surface that no longer sheds water the way it did are all end of service signs. They are not necessarily damage.
That is mostly good news, because a wall that needs a coating cycle is a maintenance item rather than a repair. What matters is doing the crack work and the sealant joints first. A new coating rolled over unrepaired cracking telegraphs through, frequently inside the first year, and then the whole elevation has been paid for twice.
Ask what is going on the wall and why. A quality acrylic and an elastomeric behave differently over hairline cracking and over walls that need to release moisture, and that choice should be argued out loud rather than assumed.
Architectural submittals: approval first, work second
In most of these communities exterior colour and finish changes run through architectural review. Application forms, approved palettes and review timelines differ from one association to the next, and nobody outside your community can tell you what yours requires. Get it from your manager, in writing, before anything is ordered.
The reason to be strict about this is money. Redoing a finished elevation in an approved colour is the most avoidable cost in this trade, and work does occasionally get stopped part way through when a neighbour asks whether it was approved. Ten minutes of paperwork prevents both.

If your association is planning a building or community wide cycle, timing your repair into it is the cheapest scheduling decision available to you. If there is no plan, talk to your immediate neighbours. Two units going together already changes the arithmetic in your favour.
Any number given over the phone for a home like this is a frame, not a quote. The figure that counts comes after somebody walks the elevation, sounds it, and looks at how the existing colour has actually aged on each side of the building.
